The several local authorities´finances laws
Abstract
The Portuguese Constitution (CRP), dated from 1976, brought vital and major changes to the local government, namely with administrative decentralization, local autonomy and own assets and finances.
Article 238.º n.º 2, of the CRP, states that “the framework of the local authorities' finances is determined by law”. Following such rule, during almost 40 years of CRP, several Local Authorities' Finances laws have been approved. The first one, Law n. 1/79, came into force on the day it was published - 2 January 1979.
This paper will address the different Local Authorities' Finances laws, starting by the legal framework prior to April 1974 and finishing in the current law, Law n. 73/2013, of 3 September.
