About some Contemporaneous Challenges of Economic Informality: approaching West Africa and Brazil

Abstract

The elements of information of this study are based on several official documents – statistical and economic –, on the specialised economic literature, and on research and field surveys made by the author in partnership with national university teams. The analysis will focus essentially on several countries in West Africa and Brazil. It includes a brief summary of the different definitions of informal activities, which will expose the problems and limits those definitions have in the understanding of a phenomenon that presents itself with a false simplicity, being visible and massive but, on the other hand, also complex because it is multidimensional. The essential of the communication is dedicated to the explanation of two issues: the understanding of the informal situations and processes and the concrete concerns of development actions. A primary argumentative line will approach the structural dimension of informal economic activities and their extreme «modernity» due to their growing importance which results, among other factors, of the neoliberal inspired policies adopted by the governments in the last decades. A second analytical line will consist in the clarification of some of the most important challenges that urban activities bring to the management done by the authorities and administrations and to the implementation of public policies aiming at the improvement of small establishments and their integration in the national economic circuits.
