Constitutional Law of Exception in Germany: A new model for states of emergency?

Abstract
The recent COVID-19 pandemic, which led to the first declaration of a state of emergency in Portugal under the 1976 Constitution, as well as the extensive subsequent legislation adopted by the Government and Parliament, are factors that make it abundantly clear that there is a need for a thorough reflection on the subject of states of emergency and their treatment under the law, particularly constitutional law.
