Políticas Públicas para a Gestão do Sistema Educacional Brasileiro no Pensamento de Anísio Teixeira

This article analyzes three proposals elaborated by Anísio Teixeira that he considers essential initiatives for the implementation of an educational policy that favors the offer of universal, free and quality education to all Brazilians: the joint and integrated actions of the federative entities to the guarantee of the right to access and permanence in public school, systemic evaluations for the analysis and stimulation of the quality of teaching and the quality of textbooks in public education. It is a work whose methodology is the interpretative analysis of the work of this intellectual, seeking to understand how such initiatives can effectively contribute to the constitution of a successful educational policy in order to provide access and permanence in school for integral development, formation of ethical, moral and social values for the conscious exercise of citizenship in democracy and qualification for work. The Brazilian historical context that was taking shape, from the 1930s onwards, led Anísio Teixeira to think of new bases for the education system, guided by the need to meet the increased demand for access to school resulting from the migratory waves from the countryside to the city, due to the need to train the population in the face of the new demands of the labor market and the national economy, and to the unshakable faith in education as an instrument capable of spreading a citizen and democratic political culture in national society.
