The Time of Actants
Policy Instruments and “Governing Machines” in the Multi-regulation of Education

In light of the intensification of the datafication of education governance, driven by digitalization and by the emergence of new applications of artificial intelligence, the article proposes and discusses the possibility and relevance of a sociomaterial turn for renewing research on education policy conducted from the perspective of the multi-regulation. Drawing on the notion of the actant, the article brings to the fore two types of material and technical elements – public policy instruments and digital “governing machines” – considering them as components that, more or less discreetly and in interaction with actors and discourses, also organize and shape education governance processes.
