Poder político, território e crise ambiental na Colômbia

expõem-se algumas formas de operação do poder político do estado colombiano e seus impactos sobre a gestão ambiental e o território. a análise realizada aproveita parte dos resultados de pesquisa doutoral que visou entender os fundamentos normativos e institucionais e as práticas do gerenciamento dos recursos hídricos em duas áreas de influência metropolitana da américa do sul. O marco teórico, sustentado no pensamento crítico, começa por fazer uma aproximação ao conceito de poder para, posteriormente, vinculá-lo aos conceitos de território e governança. na seqüência, apresentam-se elementos empíricos, obtidos das entrevistas realizadas a atores públicos e privados da gestão ambiental do Departamento do Vale do Cauca, que manifestam a forma como opera o poder polí-tico dos últimos governos colombianos na estrutura institucional ambiental. Conclui-se que a interferência autoritária do poder executivo tem gerado crise na estrutura institucional e facilitado os avanços do modelo capitalista neoliberal.Downloads

Finisterra uses the Open Journal Systems (OJS 3.2.1.4), a free and open-source software for journal management and publication, developed and distributed by the Public Knowledge Project (PKP) under the GNU General Public License. PKP is a multi-university initiative that develops open-source software and conducts research to improve the quality and reach of scholarly publishing. OJS includes the PKP PN plugin, a means of digitally preserving journal content in the PKP Preservation Network (PKP PN), which ensures long-term access to OJS journal content. PKP enables OJS journal publishers to preserve content in a decentralised and distributed manner.
