“SUN, BEACH, SEA, WIND AND WORK”:
PRODUCTIVE CHARACTERISATION OF COASTAL TOURIST CITIES IN CEARÁ – BRAZIL BETWEEN 2010 AND 2019

Tourism is a strategic sector in the economy due to its unique characteristics and its interconnections with other economic activities, making it a vital element for regional development. This article analyzes the dynamics of specific tourism activities in coastal municipalities (east and west coasts) of the state of Ceará, which influenced the growth or decline of formal employment between 2010 and 2019. The methodology employed combines the Shift-Share method (structural-differential) with the Locational Quotient (LQ), focusing on jobs and formal employment in tourism-related sectors across five municipalities: Amontada, Aracati, Beberibe, Fortim, and Icapuí. The results reveal a negative net effect for Icapuí, while the other municipalities experienced positive net effects, suggesting that the growth in formal employment is linked either to sectoral dynamics or locational competitive advantages. Furthermore, the LQ analysis highlights the presence of productive clusters in the tourism sectors of these municipalities. In conclusion, the findings underscore the need for strategic discussions within the realm of public policies to leverage regional development through the existing productive agglomerations in these areas.
